On KB5046723, Microsoft finally makes Recall available to Windows users
Currently, Recall is available to Windows Insiders in the U.S., U.K., Australia, Canada, India, and Mexico who use English, French, German, Spanish, Chinese (simplified), or Japanese as their display language. Recall and Click to Do are available only to Windows Insiders in the Dev Channel who have opted in to receive updates.

Recall is basically a feature that’s supposed to give your PC a sort of “photographic memory,” making it easier to find things you’ve created, searched for, or interacted with over the past few months and pick up where you left off.
